Vermont's 2016 Qualified Allocation Plan (QAP) includes rquirements and incentives for energy efficiency. 

Green/Integrated Capital Needs Assessment

The Vermont Housing Finance Agency, Vermont Housing & Conservation Board and the Vermont Department of Housing and Community Development jointly develop Capital Needs Assessment Guidance. Within these guidelines, one of the criteria of an effective CNA is the evaluation of energy efficiency, "Optimum Energy Efficiency is critical. In today’s escalating and volatile utility markets, properties must be as energy efficient as possible and meet the highest standards possible to assure long-term operating sustainability. Recommendations on energy and utility efficiency improvements must be included as an essential part of the CNA. VHFA, VHCB, & DHCD Energy Standards should be used as a frame of reference in achieving optimum energy efficiency.
