Low-Income Housing Tax Credits & Seniors in Virginia, 2016

Virginia's 2016 Qualified Allocation Plan (QAP) awards points to applications electing to serve elderly tenants and/or physically disabled tenants such as:

  • If all cooking ranges have front controls. (1 point)
  • If all units have an emergency call system. (3 points)
  • If all bathrooms have an independent or supplemental heat source. (1 point)
  • If all entrance doors to each unit have two eye viewers, one at 42” and the other at standard height. (1 point)  

In addition, Virginia awards points to units that include the Authority’s universal design features, if the proposed developments’ architect is on the Authority’s list of universal design certified architects. 15 points are available if all the units in an elderly development meet this requirements, or 15 points multiplied by the percentage of units meeting this requirement for non-elderly developments. 

Virginia’s 2016 QAP defines elderly housing as any development intended to provide housing for elderly persons as an exemption to the provisions regarding familial status under the United States Fair Housing Act.
