Low-Income Housing Tax Credits & Sustainable Development in Alabama, 2017

The Alabama 2017 Qualified Allocation Plan (QAP) awards points for green and sustainable development.

Green Incentives

A maximum of 8 points are available to both new construction and rehabilitation projects under the heading of “energy/water conservation and healthy living environment.”

3 points will be given for each of the following:

  • a) HVAC of 15 SEER (HSPF 9.0) or above
  • b) Energy Star rated “cool roof” shingles or metal roof with a fifth (50) year warranty

2 points will be given for each of the following:

  • a) Kitchen range hood ventilation to be vented to the exterior and equipped with a damper
  • b) EPA’s Partnership Program “WaterSense” labeled water closet, faucets (bathroom and kitchen) and showerheads

1 point will be given for each of the following:

  • a) Low Volatile Organic Compounds (VOC) wall finishes (maximum VOC levels of 50 grams/liter)
  • b) Low VOC flooring finishes (maximum VOC levels of 100 grams/liter)
  • c) Energy Star rated LED lighting in the kitchen

Sustainable Development Incentives

2 points (up to 10) will be given for the following services located within 2 miles of the site. Distance will be measured by odometer from the automobile entrance of the proposed project site to the closest automobile entrance to the parking lot of the applicable service. Projects located in a federal declared disaster county may receive points for services, if the service is currently under construction and funded in whole or part by Federal or State disaster funds. The applicant must provide sufficient evidence of both requirements. Duplicate services will not be eligible for additional points. Points will only be given for the services listed below.

  • Grocery store; 
  • Convenience store; 
  • Hospital/doctor office; 
  • Pharmacy/drug store; 
  • Bank or Credit Union 

2 points will be deducted if the condition of the streets and sidewalks are unsatisfactory. The width of the streets and the difficulty of access to the proposed site will be taken into consideration.
