Minnesota's PINES Initiative (Preservation: Identifying Needs and Establishing Strategies)

PINES stands for Preservation: Identifying Needs and Establishing Strategies. Through this initiative, Minnesota Housing is enhancing and refining their strategies and tools for preserving federally-subsidized rental housing and other critical affordable rental units. 

For example, Minnesota Housing has re-designed the selection criterion used to identify priority preservation projects for funding under the Low-Income Housing Tax Credit program to make criterion more objective, transparents, and systematic. In addition, a PINES pilot was created to set aside funds from the Preservation Affordable Rental Investment Fund (PARIF) and HOME Affordable Rental Program (HARP) to proactively identify, solicit, and fund high-priority preservation opportunities on a pipelines basis, rather than be reactive and wait for owenrs to apply for funds through the annual Request for Proposals (RFP) process.
